Maryland Office of Social Equity

The Maryland Office of Social Equity was established to ensure that the state’s cannabis legalization framework translated into real, measurable economic opportunity for communities historically excluded from ownership and participation. Operating at the intersection of policy, regulation, public trust, and entrepreneurship, OSE faced a complex challenge: how to communicate a new, equity-centered regulatory model clearly, credibly, and at scale—while supporting licensees navigating a highly regulated, high-stakes environment.

 

Partnering with Seven Elements Group, OSE built a clear, human-centered communications and engagement strategy that transformed policy intent into practical guidance, public understanding, and program participation. Through strategic storytelling, ecosystem education, and multi-channel communications, OSE established itself as a trusted authority and connector—strengthening transparency, supporting licensee readiness, and reinforcing Maryland’s position as a national model for equity-centered cannabis reform.
